Is there a way to change the color of the layout body based on a calculated value?

Currently the only thing I can think of is to have a duplicate layout with the different background color to achieve what I need.

Anybody got any other ideas?

No, but you can use a text object as background.

Text object as background? I'm sure I'm supposed to know what that is but I'm brain cramping right now.

Type a space on the layout (that's your text object). Stretch it to fit the height of the entire body and width of your layout. Send it to back and apply conditional formatting to it.
