I would like to start doing some development in FM11.

There are some things that I would like to experiment with and debug before moving them into the daily pipeline.

The apple computers in my cabinetshop at this time are not compliant with FM11.

They are running on OSX 4. They are also only currently licensed for FM 9.

My question relates to backward compatibility.

I would like to eventually upgrade the computers in my shop but this could be a while before it happens.

What happens when I try to open a file that was create in FM11 but try to do so with a FM9 license?

Will it open at all? Are the FM11 specific functions just truncated in feature?

It will open the FM11 file with some missing functionality that is absent in FM9 like triggers,some scripts and all add-on functions, if applied on your file while developing.

Yes you can use a file made in FMP11 with FMP9 as they are the same file type. The only issue with this is that any new features introduced in FMP10 & FMP11 will not work, so I would suggest find out what has been introduced and avoid working with these for now.

I would also suggest that you are very careful with your database and constantly backup, as you are running a non compatible operating system with FMP9 and this is likely to crash a lot, which makes it very very likely to corrupt the database.
