How can I keep the Help menu from appearing in a custom menu set?

Why can't I exclude the Help menu in a custom menu set from appearing both in a "real" FMP file and a runtime? (See attached) Is there a trick I don't know?

*laugh* The irony isn't lost on me.

I hate that--as a developer, it's a distraction to runtime users that it should be there. I'll just put in the runtime manual that it's a quick way of looking up menu item names. It's lame, but it's face-saving; it's better than just saying, "Ignore this."
