There are two table product sell table, service sell table and there is portal in each . there is another table bill in which i want to add record of product sell table and service sell table the record in product sell table and service sell table is in portal.

I don't think your question is clear enough. It sounds like you want to sell several services and/or products on a single bill (invoice?). If so, you will need a line items table for each type - see an example here:
