Can I change the Custom menu for all layouts at one time??

If you set up the file so that when it goes to the layout it triggers a script that installs the custom menus you can make future changes in one location. Using the Menu Set option in the layout options can not be changed all at once.

Under manage custom menus, change the default menu for the file
