The goal is to offer a fast and easy way to create documents on an ipad based on existing text blocks.

The number of existing text blocks is about 5000. Each text block contains approx. 150 words.

User should click through a hierarchy of up to 3 levels. Each level contains between 6 and 10 choices.

At the end there should be a list (or something similar) of up to 50 different text blocks. The user should be able to select several text blocks out of this list. The selected text blocks should be merged together in a new document. A swiping interface seemed to be great for this, but is not necessary.

It's also necessary to add some individual text to the document.

Is there a Filemaker Go solution already available that  does something similar?

Does it make sense to use Filemaker Go for such an application?

Not that I know of. It sounds like you want a very specialized task.

I think Filemaker solution could generate the merged text without too much trouble, except the interface would not have the "swiping" mechanics that you mention.  I'm not really sure what you have in mind, but FM Go does not employ many of the iOS gestures. Swiping is used to scroll, but not to reveal a delete option, or to flip through records as is done in other iOS apps.

A bigger challenge may be difficult to export the data on FM Go to the document format that want, and to make it readily accessible.  FM Go will export data to a variety of table formats (CSV, Tab-delimited, .xls, etc.) but it stays internal to the FM Go app.  This is because iOS apps are locked down and don't share a common file system. FM Go can also export it to an email message that you can send to yourself.
