After you install your FileMaker Server you may wish to REMOVE the "Sample" database that is included - I have had reports that use can cause major server spike and prevent further connections.

What exactly do you mean by a server spike?

When accessing that database thru webDirect it spiked the server to 100% and then crashed the web publishing engine - That Sample File in my opinion is a leftover from prior versions - plus its a terrible example of a FileMaker Solution - if you want to "test" a sample solution id recommend using the Sample Solution - Invoices and upload that to the server - it has ability to test all platforms ( Desktop / IOS / WebDirect )
