I learned following requirements from fms13_getting_started.pdf. I have 3 mac mini server installed with lion server. I plan to upgrade to OS X Server 3.0 in near future. I was wondering why not support OS X Server?

This section provides the minimum and recommended requirements for running FileMaker Server on the following systems:

1OS X Mountain Lion version 10.8 (64-bit)

1OS X Mavericks version 10.9 (64-bit)

1Windows Server 2008 R2 SP1 (64-bit)

1Windows Server 2012 (64-bit)

1Windows 7 Professional Edition SP1 (64-bit)

1Windows 8 Pro (64-bit)

Note FileMaker Server is supported in Windows

FMS13 works fine on OSX server 10.8 or 10.9

Basically, all server components is a part of the OS. The server app will just add GUI tools and setup assistants for configuration.

Be aware that the server should be used exclusive for FMS. It takes over the apache web server, so you can not directly use the web functions in OSX server

OS X can use DNS as well. As far as reliability goes, I doubt there's a difference but stand to be corrected. I'm not aware of any advantage in using FMS on OS x server as opposed to regular OSX.

Don't confuse the OS with features/services/daemons that can run on it or that are included with it.  The various Server OS on both platforms are the recommended ones. But they need to be properly configured and unnecessary services need to be turned off.  The SE's White Paper on Server Configuration discusses this in great detail.
