Preventing record scrolling using Ctrl-arrow and wheel mouse

Is there any way to prevent users from scrolling using the Ctrl-Up or Ctrl-Down arrow keys or a wheel mouse? (The wheel mouse simulates ctrl-arrow keystrokes.) Even with the password option for menus set to "none" users can scroll through records on both MacOS and Windows.

I have an interface where the layout changes depending on certain field selections in each record. I've built first/back/next/last buttons that change record and layout accordingly, but I just (accidentally) discovered that users can change record using the Ctrl-arrow key shortcut or the wheel mouse, thereby screwing the interface. Ack!

It's multi-user, FMP 5.0v3.

YES YES YES!!! It's the [Lock] option that did it! I had to read your reply twice before I caught on that the status bar was locked.
