I want to create an account that has full access priviledge but won't be able to delete or deactivate an Admin account...

The account should be able to create new users for other priviledge sets..

You can't. But you can script account creation.

An alternative approach would be to employ External Server Authentication of Accounts.  That way, the Accounts are created and linked on the FIleMaker Server machine or through the Domain Controller. This is particularly useful if you have multiple files.
