Time Picker : zero tables, single script

I rewrote a timepicker I liked (originally lifted from calendar5 by Readdle). It is now 'tableless', I almost had it 'scriptless' but could not get a refersh to happen, regardless, enjoy

I found the daytime/nighttime split confusing, so modified it slightly.
