Maybe I just don't understand it, but where do your place an order to the vendors in Fm Starting point?

Purchase orders, I’d imagine. 

Can Someone assist to point out where the purchase orders are located. Cant seem to find this. I'm working in version 603.

It might not exist. I don’t know fm starting point. But, in any accounting system , an order to a vendor IS a PO. 

There's no purchase order module in FM Starting Point, but one can be added
