Absolutely NOT.

You will need FM client or FM Unlimited.

Absolutely, NOT

For workgroup/intranet environment u need FMP Client to access the DB from FM Server...

For internet/intranet environment u need FMP Unlimited to serve as a gateway for database web publishing either IWP or CDML.

I've attach an image file such that u can get a complete picture on how to deploy database using FM Server & FMP Unlimited.
