my server is windows 2000 server and my client is windows nt4

my protocol is tcp/ip

Your server may be on a different sub-network than your client. Ask your Network Support Team if they have installed any routers or bridges between you and your server.

As a work-around, on the server, you can share the directory where your Filemaker files are kept. On the client side, you can map a drive to the shared directory.

if I map a drive to shared directory, my client is connected to my database but i would to connect to database from hote and not shared directory

Make sure that both the server and client are configured for TCP/IP.

Did this setup work in the past?

If so, ask your Network Team what they did, recently. Sounds like it could be a security "fix".
