newbie structure question (html and FM)

I wish to create a fairly modest (in size) online reference manual for a department's internal procedures, using FileMaker as the main source of information, and probably use CWP with PHP, although I haven't completely ruled out IWP.

I'm thinking that some sort of pre-defined hierarchy (drill down on topics) supplemented by html cross-reference links as well as FM searches (some with value list choices, if possible), and of course FM for the main repository of data. Does anyone have any advise, or even reference, for where to start learning about how to design this? I think the main thrust of what I'm trying to get a start on, is how to best divide up the pre-defined HTML hierarchy vs. the dynamic FM stuff. Or maybe I can even use FM a lot more for the former? My question might be rooted in a more generalized web/database frame, but I am using FileMaker so I thought it relevant to post here. Thanks.

I don't see why you'd want any "pre-defined HTML hierarchy" at all. If what you're after is a list of main topic areas, then create a FileMaker table called "Main Topic Areas" and relate it to the Topics table. Put a sub-topics table in there too if you want. This way you can create new topics and sub-topics by creating new records in FileMaker.
