This should be simple??

Whenever I create a new layout, its size is limited by the print setup page size. For a layout that I don't want to print from I want to have an unlimited size if possible (at leat so I can fill the whole screen?

Any suggestions?

A layout is limited to 8000x8000 pixels (if I remember well), whatever your print setup is.

Go to Layout mode and deselect View > Page Margins. BTW, this is a purely cosmetic adjustment: even with the margins on, you can place objects outside the page boundaries, and they will be shown in Browse mode.
