Is there a function to get the file modification time that I'm not seeing? If it doesn't exist, is there a way to get it added as a function?

There is "Get File Modification Date" module, which returns date and time.

Yes, I believe Valentin is referring to the options for the field. When you create a field (date field) click on options. In the auto enter, select the auto fill by modification date.
