is there a way to transfer value list of dropdown to portal?

Not sure I understand exactly, but if you want the same values in a  down as in a portal, create a value list table, place your data in the table, make a value list based on that table, and also a portal based on that table.

Create a value list that suits your needs. Create the portal based on the related table. Insert the fields you need. Format the field we're talking about as a drop down list using the values of the list you've created.

If you are using FM12 like your profile says then there are already many example files included that show the techniques Rick and I provided you with. I would recommend you study those existing examples and then ask us for clarifications about them rather than ask us to recreate training material that is already included for you.
