is there a way to transfer value list of dropdown to portal?

Not sure I understand exactly, but if you want the same values in a  down as in a portal, create a value list table, place your data in the table, make a value list based on that table, and also a portal based on that table. 

Create a value list that suits your needs. Create the portal based on the related table. Insert the fields you need. Format the field we're talking about as a drop down list using the values of the list you've created.
