We are moving our solution from one server to another (different IP address and server name).  I'd like to contact each of the users in the "accounts" tab in File > Manage > Security and notify them of the change prior to actually making the change.

 

Is this possible?

You send a server message but they would need to be online when sending it. 

 

Or you could put in a custom dialog box on startup -- that informs them of the change and then remove it once you make the actually move.

Or screenshot the Security window with their account names in it...

The DDR Report can be made to include Account Names and related Privilege Sets.  Of course, then you have to match these up with their owners and presumably the owner's email address.
