I can't seem to find a link to upgrade from FMPA 13 to 14. Is there no longer a way to upgrade or am I missing something?

You probably would want to keep both 13 and 14 side-by-side on your system, no?

 

Only updaters scan for existing versions to update the existing products - every major release is another install.

They can coexist - however they do share some preferences files. 

I'm talking about the upgrade purchase option versus paying full price for 14. When I upgraded from 12 to 13 I didn't have to pay the full purchase price. I paid an upgrade price. I can't seem to find the option on FMI to go from 13 to 14. Trying to be honest in this case since I do have a Subscription membership . . .

you can choose upgrade or full from the list

If you have individual licenses of FileMaker Pro 14, 13, 12, or 11, or FileMaker Pro 13, 12, or 11 Advanced, you are eligible for upgrade pricing on FileMaker Pro 14 Advanced. Upgrade eligibility for version 11 ends September 25, 2015.
