Remote Messages , BEEPS, etc.

Hello. I've read some posts, but am not yet clear on this topic.

In short, I want to be able to trigger a 'Beep' or other notification on an iPad (running current version of GO). Preferably, I'd like to be able to trigger notifications while the app is in the background on the iPad, but most importantly, while the app is in the foreground.

Can I trigger an alert on an iPad upon action taken on the desktop, without using an OnTimer script on the iPad?
