Check out the CDML Reference database and search for "-Mail". You'll find a set of tags such as -MailTo, -MailSubject, -MailHost, where you can specify everything needed to automatically send the email. If you want to email when a record is modified over the web, then place all of the appropriate -mail tags on the page that they modify from, then when they hit submit, an email will be sent.
