Most sites that have tutorials on getting filemaker pro on the web with PHP start with being sure the web companion is checked in the plugins section of the application preferences.

Unfortunately, there is no web companion option in the plugins. I am very new to FileMaker, is this an outdated method (as I can only find references to web companion in relation to versions 4 and 5)?

How do I make it so FX.php can access my filemaker pro 7 database?

I am trying to learn to see if a potential client can use filemaker for their web application.

WebCompanion was only available upto FM 6. Hence, to use PHP with FM 7 you need FM Server Advanced; alternatively, you may find a product by FMWebSchool that enables FM 7 to be used with PHP. Try:
