I hope you can help me understand how to set up "Accounts & Privilages on the Web". Just the standard thing where someone looks around your site and decides to become a member. When they enter their "User name and Password", is Accounts & Privilages used for that and if so. How do you set it up?

You can use it for that - essentially you would trigger a script to create the account in FileMaker and pass the username and password in as a paramenter.
