passing single and double quotes from database text fields in web forms

We use web forms to allow clients to update their contact and other information and provide course proposals. Sometimes they use single or double quotes and when passed back and forth during form validation they turn into gobbledegook.

Which php function or functions will allow these characters to be preserved and not converted into special characters etc.?
