4.1v3 Crashes on startup in win98

I've tried a total uninstall and resinstall of 4.1v3 on windows 98 and I am always getting:

A fatal exception 0E has occurred at 0028:C02F277C in VXD NAVAP(02) + 0001982C. The current application will be terminated.

I've dealt with filemake many many win95 machiens without serious troubles. But I really need it to work on my win98.

Anyone else seen this?

Best thing would be to call Filemaker tech support, likely they will know what this means and how to fix it.
