If I have a full retail copy of FM Server and another full retail version of FM Server Advanced, can I develop things like IWP pages and setup ODBC connections on the FMS computer, then move the DB to the FMSA computer where those things will actually work, or is the ability to even work on these features disabled in FMS?

You need Server Advanced to develop and test for IWP. There is no such thing as an IWP page really since they are normal FM layouts. They just behave differently when accessed through IWP. So you could "develop" them on a regular server. Or just plain locally and use FileMaker Pro Advanced to host them in IWP and test them.

As for ODBC: you can't set up an ODBC connecting to a regular FMS. That requires FMSA.

If you join FMTechNet you will get FMS Advanced included. It is limited to 3 connections, but quite adequate for development and testing.

The FMTechNet membership actually seems to be exactly what we were looking for. Thanks for pointing me in the right direction!

You cannot develop anything with FileMaker Server. You need FileMaker Pro, or preferably FileMaker Pro Advanced, to do development work. FileMaker Server allows you to host files for access by various clients. FileMaker Server Advanced allows for a wider variety of access platforms, including Instant Web Publishing. It also has some other features related to server administration.

Since you already have full versions of both FMS applications, you do not need the demo version from the Tech Net. There may be other reasons for being a Tech Net member, but that's not one of them.
