Portal layer comes to front if scrollbar enabled

I think this is a bug but can't find any mention of it. Has anyone else seen this? This is true with FileMaker Go 12 + 13

Problem:

Create two "collections" of UI elements (fields, button, graphics, etc.) and pin one to the right of the screen and one to the left of the screen, so that when iOS device is rotated in landscape mode the right-hand collection is visible and when in portrait mode the right-hand collection is hidden behind the left-hand collection.

If one of the UI elements on the right-hand side is a portal, this still works as expected. If that portal has scrolling enabled, it pops to the foreground even when it's hidden behind the left-most collection of UI elements. I've attached two pictures to demonstrate this behavior.

All it takes is to check the "enable scrollbar" option in the portal and the popping to the foreground happens. If you uncheck that option, the portal stays hidden as expected.

This has been driving me crazy. Does anyone have insight into this problem?
