it would have been nice if the 'layout setup' had an active script option for when the user manually moves between records it could trigger a script.

When entering this layout, perform this script. Similar to defining a script to run on opening the file. Yeah, that would be handy. My workaround:

I did a solution for a real estate appraiser. Each of six categories of properties has a different display layout. The "manual" movement between records is accomplished by buttons which first move to the next or previous record, then switch the layout according to the category of the record just entered. There could be all subroutines within that concept.

Your thought, though, would be a bit easier, placing the decision on the layout itself.
