A built-in, though less thorough solution, is to use FileMaker's Accounts and Privileges. You should learn about them in any case, as they are basic to using FileMaker in an office situation.

You can pretty much disable the command keys by creating a Privilege Set with its Menu options set to Editing Only or Minimum. In the Records privileges you can use custom privileges and turn off creation of new records. No way they'll get around that.
