"Cannot load user dictionary" on FMP7

On my multiple-user machine, the only user who can use a user dictionary of any kind is the main (administrative) user, no matter where (or with what permissions) the non-admin users choose to place their user dictionaries. All you get is "Cannot load user dictionary" errors!

Even after having FileMaker create a user dictionary (which it does just fine), these users cannot edit or use these dictionaries. Permissions are completely fine for each of these files, BTW...

This is incredibly annoying. So annoying, in fact, that I am thinking of scrapping a planned upgrade to version 7 if I can't figure out how to address this.
