Instant Web Publishing won't start!

I am working with Filemaker Developer 7 and am trying to run Instant Web Publishing, but it will not start. After trying to select "On" and entering my password, I get the message: "Filemaker cannot share files over the web because Instant Web Publishing could not be started".

What could be the problem?
