PHP Test page not working

When I try running the test page for php on my Mac, I get the following error

Safari could not open the page “http://192.168.1.103/fmi-test/phptest.php?lang=en&server=jalz-macbook.local” because the server is not responding.

can someone help me resolve this please....i know php is running correctly as the phpinfo.php page I have created in the webserver root seems to bring up the php file up.
