IWP 404 with OSX Server Web service on

FM Server Adv 10 hosted on Mac Pro with OSX Server 10.5. IWP works if path is specified as machinename.local/fmi/iwp but fails if path is /fmi/iwp with 404 File not found. Problem resolved if turn off OSX web service on server, however I want to use the OSX web service in addition to IWP. Adding a redirect works for local subnet, but not on external subnet via VPN. VPN access works OK if OSX web service is off. It seems to be a name resolution problem - any suggestion for a fix/workaround?
