FileMaker has tested and approved FileMaker 7 for Win 2000 and XP. It may still run on Windows 98 but FileMaker will not help you if you call them with a support issue - I personally haven't tried to install FM 7 on Win 98 but I have run other FileMaker products successfully in unsupported configurations.

Applications are generally certified to run on an operating system, not a file system - I suppose it's implied that the application will run on any filesystem that a supported OS runs.

There is really no reason to run FAT under Windows XP. Some PC maufacturers probably still ship XP with FAT32 but most people agree you should generally run NTFS.
