When accessing FMP 7 over Citrix ... is it possible for the client to import / export data from files located in the client's computer?

Yes, but it requires that the client's hard drive(s) are mapped to drive letters in the Citrix session. Easy enough to do but it is something of a security risk (a virus on a client computer can infect the Citrix server).
