Automating Administrator Group Management

AIM: I would like new users to be able to upload & start databases without interaction from the FMS administrator.

Option 1: Is there a way to create/manage Administrator Groups in FMSA without going through the Java FMS Administrator Console. E.g. Automating this via a web interface using PHP or ASP.NET.

Option 2: Alternatively, does anyone have suggestions about work-arounds that could accomplish the same thing without using FMS Administrator Groups. I.e. Allowing users who don't have an Administrator Group to upload/start databases.
