Accessing the admin console from another computer

I've enable access restriction to the admin console from another computer.

 

When entering the IPaddress:16000 I am prompted with a new window to start the admin console. When I click on the Start admin console button nothings happened. Why would that be ?

I'm having a similar problem.  I see you're running Mavericks, though, unless that's just on the client side.  Have you installed the update to 12.0v6, if your server is running Mavericks?

 

I have tried updating to the latest Java, and added the server IP address to the Java whitelist.  Same problem.  The window opens and says "Downloading application...", then eventually just goes away.
