Can't add to Reports.FP5 in Framework

Hello;

A specific question: In the Solution Framework sample app, I've cloned a new report from the product invoice in the lineitems.FP5 file, now want to add it to reports.FP5, but get the message -

"Report ID values must be unique and assigned by the developer of the system" when I try to add a record.

The help system says this is "typically done by an administrator," but I see nothing helpful about "administrator" roles, there or in FMP docs for that matter. This is all a single-user environment, so I AM the administrator - or trying to be! It's hair-tearing time - help!

I'm new to FMP but not to databases at all. Trying to use the Framework sample as a starting point, frustrated by lack of documentation. Can anyone suggest the best resources?
