missing PDF graphics

When using the Save Send Records (PDF) to export a report with images (JPEG, 24 bit) the images will intermittently not appear in the resulting PDF file.

I can handle the PDFs being a bit larger but I need them to accurately reflect the date i am saving.

Has anyone else seen this problem or know what might cause it?
