FM 8.0 Conflicts with itself

I have two licenses for FM 8.0 Advanced. I installed them on two PII PCs running WIn 2000. One works fine with the server, the other won't open a hosted file. It tells me that the maximum number of licenses are in use, but that the machine using the license it the one I am trying to run it on. Even with the other machine off, I get this message. There is only one instance of FM8 running on the machine. Why would it conflict with iteslf?

I have seen this happen before when FileMaker quit unexpectedly. Try restarting the client computer and see if that fixes the conflict.

Tried it again this morning after restart. NG tried removing 8 and 7, reloading 8, upgrading to 8.04...NG
