Problem with Relationships

I am new to FMP and I am having problems with relations. I have four DBs. One contains information about user (Name, Address, etc). The second contains information about the vendor (Name address, etc.). The third contains information about sales using info from the other DBs. The fourth contains a list of Cities, States & Zips).

I have ID numbers for each record in the City/St/Zip file as well as the User and Vendor files. The city/state/zip in the User file is displaying the City/St/Zip combo using a popup list and the relationship. Every time I change the spelling of the city/state/zip everything works great.

Now when I create a record in the sales DB it brings up the user info and will correct any changes I make to the user DB. Again this is great. However, I cannot get the sales DB to display the City/State/Zip information from the User DB.

Any ideas would be appreciated. I know this is long-winded. Thanks much in advance.
