FMS14v3 Update Problem on OS X with Server.app running

I just had multiple failures trying to run the FMS14v3 updater.   The installer would just get stuck at "27 files left to install" sitting there with zero CPU or Disk usage.

 

This is on a 10.10.5 server with Server.app 4.1.5 running.   Finally, on a whim, I decided to shut down all the services that Server.app was running - I'm not sure which one it was, but after shutting down File Sharing, Calendar, Messages, VPN and OpenDirectory, at some point the FMS14v3 installer recovered and finished the update.
