In layout mode, Layout pull down menu, Set layout order command is dehighlighted. What do I need to do to get it highlighted so I can change the order of the 7 different layouts? Is the layout first on the layout menu the one that is open when the program starts up?

Check Access Permission on the file menu, and make sure you have permission

My access permission was fine I have access to everything. The file was running on File Maker Server. By opening it directily on my computer it let me change the layouts pop-up menu order.
