This is probably sounds like a newbie question, but it just hasn't happened to me before. My tool panel (not the toolbars but the tool panel) has vanished and doesn't come up in layout mode. Any ideas on how to get it back?

Yup, sounds like the status area.

Go to the View menu, near the end, and make sure 'Status Area' is checked.

Status area is greyed out! Any idea how to re-enable it? (Script I could write to do so, since it may have been disabled in a script I don't know about, etc.?)

Fixed it myself with a Toggle Status area script.
