I am working on a layout with 2 portals on it. When I toggle from layout mode to browse mode and vice versa, the screen rewrites itself 2 and sometimes 3 times. Is there anything I can do to stop this?

note: I have noticed that the toolbar icon groups changing from 1-3 rows might be connected to this.
