Filemaker Install

I have just re-installed Filemaker onto a PC and get the following message

The maximum number of licensed users are currently using this copy of Filemaker Pro.

However they aren't, this is just a reload the software having first removed it to solve a printing problem.

HELP....

Have you restarted your machine?

Do you have a site license or a unique install code/registration number?
