If you sign-up for the paid tier of TechNet, one of the perks is a development license for FileMaker Server Advanced that only supports a few simultaneous client connections. That should save you from the expense of the full retail license for FileMaker Server, but it doesn't get you FileMaker Pro Advanced (the client software).
