Hi Lee, Just looking where to buy it version 12 Server. FIlemaker 13 doesn't support more than one IOS devices  without purchasing additional license which it is very costly .  Not sure why they made that change other than to push using Web direct more. That's my concern. 

You might be able to buy FMS13, but ask for the FMS12 installer. Maybe.

Yes, if you order a Server 13 license, for a small additional fee, I believe you can request a downgrade installer. That may prove to be a false economy, however.  FileMaker® Server 12 likely will not run correctly on newer OS on the most recent machines.  Carefully check the specifications.
