Custom Portal Sort

I need a way to allow operators to move portal rows up and down in a portal.  Is there a best practice that folks like?  Perhaps point me in the direction of the preferred solution.

Thanks for this point Comment.  I wonder if you have the file around still.  Its an older on in .fp7 format, but the link doesn't work.  Do you still have the file by any chance?  2008 was a long time ago.....
